It is a shame that development halted long time ago, but it is still my fav editor on both Linux and Windows: elvis
gvim is a second choice, but no single feature ever motivated to change from elvis, not even better Unicode support.

It would be VSCode if it were in this category. I currently have this:

It is definitely not neovim. They've had issues with their nightly build infrastructure for months, and none of their exciting new plugins or lua scripts are taking that into account and releasing against the versions of neovim that you can actually get binaries for.
